Tony Mechelynck used to build Vim 7 for Win32 with all of the interpreters.
He provides links at this page:

I have not tried compiling these with Make_mvc.mak. Tony uses Borland and 
Cygwin gcc.

Whatever happened to Tony? He's been uncharacteristically silent for
at least a month.
