In X11, you can use xmodmap to have Esc and Ctrl-[ send different things, I think. But this is platform-dependent thing. Under xterm, you can customize xterm resources to do it. Maybe you can customize windows keyboard driver to do it windows, I don't know. It's very platform-dependent. With OS-independent things only, it's impossible to map Ctrl-[ differently than Esc.
