My todo list only tracks outstanding items, and items completed that I
need to report on weekly for work.  It is ordered by priority with break
down of big items.  For instance:

most important item
2nd most important item
        sub-task
        another sub-task
                sub-sub-task
3rd most important item

Status:
        completed item 1
        completed item 2

If a request comes in via email I usually keep it there, so my inbox
servers as a transient list ordered by age of request.  When age
ordering does not make sense, or my inbox gets longer than a few items
then I move it to my todo list.  I review my todo items daily or so, and
reprioritize/toss as needed.
