That's exactly because of the last sentence in my previous reply.

To quote Vim's documentation:

  A buffer is a file loaded into memory for editing.

The only time a buffer is associated with a window or tab page is when
that window/tab page is actually *displaying* the buffer.  If you have a
tab page with one window, then there will only be one buffer returned
from tabpagebuflist().
