Adam, I've created an windows-based installer for Vim for my own uses, but
you're welcome to try it and see if it works for you.  If you're interested,
you can grab a copy from here:

I'd recommend uninstalling any existing copies.  I created this installer
back when Vim 6.3 and have been using it since, and it's been very reliable
for me.
