The viminfo setting is not the only thing it says to do!  Quoting the
first example:

|  set viminfo='10,\"100,:20,%,n~/.viminfo
  au BufReadPost * if line("'\"") > 0|if line("'\"") <=
line("$")|exe("norm '\"")|else|exe "norm $"|endif|endif

|
|That autocmd is needed!

Thanks Chip!  Please disregard my last post.  I applied the autocmd
and it worked like it should.
