Hi Chris, I am in position to comment but I am wondering if "runtime" was a typo and you meant "behave"?

Another possibility is to check your vimrc for a line containing one of source $VIMRUNTIME/mswin.vim runtime mswin.vim and to remove it. The mswin.vim script boasts that it makes Vim "easier for Windows users". IMHO, what it really does is cripple Vim functionality.
