":edit" or ":split" accept at most one filename.

If your 'winheight' is set to a low value, you can do

        :args *.c
        :all

see
        :help :args
        :help :all

If 'winheight' is set to a high value, it's slightly more complicated, for instance

        :let save_wh = &wh
        :set wh=1
        :args *.c
        :all
        :let &wh = save_wh
        :unlet save_wh

Warning: all _other_ windows are closed, except that modified buffers are never lost (with 'hidden' they become hidden, with 'autowrite' or 'autowriteall' they are saved to disk if they have a filename, in all other cases they are kept open).
