Ctags has very poor PHP5 class methods support and some good folks
made a patch(http://blog.bitflux.ch/archive/2004/04/15/ctags_for_php.html)
which cures this problem. While it's very easy to patch and rebuild
ctags on *nix box, it's a PITA under windows.

I'm sure it's a well known problem. Maybe someone has already built
patched ctags for windows and would like to kindly share this build

Did you try to build it under cygwin ?
