With an algorithm like Rijndael there are no patent issues (and there
is even unencumbered public source code available), and the only
problem is with countries that forbid the use of encryption software.

  As far as I know, the problem is not "the use of encryption software", but
"the export of encryption software from US".  The problem exists only if
the code was originally stored/created on computers in US, and then
copies to outside US ("exported").

  If the code was originally created on the computers outside of US,
then the problem does not exists in the first place. The Europe is one
of places located notably outside of US. AFAIR, the development of
openssl happens not in US but mostly in Australia iirc, for the same reason.
