The Win32 binary build available on the ftp.vim.org site doesn't get
patched, it only gets updated for new releases (the latest one was 7.0).
But the distribution available at

is usually updated within a few days of every new bugfix.
Notwithstanding the fact that it is on one of the "Cream for Vim"
project pages on SourceForge, this distribution does not contain any of
the "Cream" additions and patches -- it is "plain-vanilla vim and gvim"
as compiled from official sources, together with copies of the latest
"official" runtime files.

Unfortunately, it isn't a "drop in" like you used to do. You have to
install that version.
