    patch 9.1.0876: filetype: openCL files are not recognized
    
    Problem:  filetype: openCL files are not recognized
    Solution: detect '*.cl' files as opencl or lisp filetype,
              include a opencl syntax and filetype plugin (Wu, Zhenyu)
    
    closes: #15825
