I think the right time to include it is when most people say it's better than what is currently in Vim 7.1. That means it works reliably (no crashes or hangs) and has the usual features, including toolbar, scollbars, etc. Perhaps with some known problems that we can live with. So long as we don't have a large number of patches following.
