Hi, bram and all.

2html.vim does not make a 'charset' attribute on 'link' tag
 when encoding is 'cp932'.
Most japanese user should specify the encoding as 'cp932' on windows.
(If they want to use 'Shift_JIS' charset.)

I made a patch for this problem. Please check and include.
