Hardy just happened to pick a bad patchlevel to freeze vim at - After
the commit of a broken patch, and before the commit of its fix.

As a best-practices note, though, it's probably a good idea to try
building a package from clean sources before reporting a bug.  Lets
you determine very quickly if it's a bug that still exists, or one
that was already fixed or was introduced by the distro maintainers.  I
wouldn't actually install those packages if I could avoid it, since it
quickly becomes a maintenance nightmare in /usr/local, but running a
quick test out of your home directory never hurts.
