This is what modelines do (and even there, there are some arguments).

As pointed out later in the threa[dt], autoloading arbitrary files can be
very dangerous and should never be the default. On the other hand, if
people who are aware of the risk and willing to accept potential
compromise if they do not follow their self-baked best practices want
to use it, it can be a powerful tool for some jobs.
