You should NEVER make any changes to the $VIMRUNTIME directory tree 
because any upgrade (the day after tomorrow, or three years from now) 
can silently undo your changes. If that happens, you won't be warned, 
but suddenly something won't be working the way it used to.

In this case, what you should do (until or unless a proper 
indent/cuda.vim appears below your $VIMRUNTIME directory as you keep 
your runtime files up to date) is add the following one-line file as 
$VIM/vimfiles/indent/cuda.vim:

runtime! indent/c.vim

You should also tell Bram that Cuda files can use C indenting, but since 
he reads this newsgroup, that's already done.

Note: All paths above are given in Vim terminology, which is similar to 
Unix terminology but works also on Vim for Windows. Create any 
not-yet-existent directory as you go along. $VIM is usually the parent 
of your $VIMRUNTIME directory, probably something like "C:\Program 
Files\Vim" but if you type just $VIM as part of a path within Vim 
(including as part of a path to be passed to the :!mkdir or :!md 
command) it'll know what it means and you'll get the desired result.
