The Gvimext program, which provides that capaility, is older than the
tabpages features, which appeared in Vim 7. The code is public-source,
you're free to propose a patch.

In email terminology, it means "Carbon copy" -- addressees other than
the main ones, who get an identical "copy" of a letter to someone else.
Bcc means "blind carbon copy": the same, but outside the knowledge of
all addressees.
If you meant Cc in other contexts than email, please tell in what
context you saw it.
