If you want a help file to "look right", it should be encoded in Latin1
if possible, otherwise in UTF-8. In the latter case it may have a BOM to
ensure correct decoding whenever 'fileencodings' starts with "ucs-bom".
All the help files distributed with Vim are in one of these two
encodings, with the exception of farsi.txt which is in ISIRI-3342 and
doesn't look right (the keyboard "picture" doesn't display Farsi letters).
