I'm interested too. Until now, what I did if I saw one or more patches (at least one of which was relevant on my system) was compile them, and if new patches arrive immediately afterwards, well, compile again.

Hisashi-san (or is it Fujinaka-san?), another possibility would be to wait (a few hours, maybe) until the end of the patch run seems to have been reached.

The todo.txt helpfile of course includes a list of "what remains to be done", but with no clear indication of "what's to be done in the next run of patches", which is what is meant here, and shouldn't go in a helpfile, but an email to vim_dev at the start of the run would be nice -- or maybe better (and easier for you Bram), an email at the end of the patch run saying "No more patches today".
