On Windows I don't know; but here on openSUSE Linux, "which valgrind" returns /usr/bin/valgrind (IOW, I have a program by that name at that location in the $PATH), and I sure as hell didn't pay one eurocent for it. (My latest three distro releases were downloaded over the Net.)
