See "man hgrc" and "hg help diff"
To produce a git-like diff, you would use either (for a permanent default)

[diff]
git=true

in your hgrc (well, one of them), or, for a once-off,

hg diff -g -r 1c8b4f559a4c -r 284ed5cbcd84 runtime/doc/foo.txt src/bar.vim

where -g (or --git) means git-style diff; but I don't think Bram neds git-like diffs anyway, and what concerns pushing directly to the master repo, I think only Bram has the privileges for that.
