which define special key mappings, see :help expr-quote. You can try it
yourself:
:echo "\<Plug>"
<80><fd>S
:echo '\<Plug>'
\<Plug>
What Bram is talking about is that the result of "\<Plug>" isn't a valid
regular expression because of the embedded special key.
