Right, I had not updated the files on the ftp site yet.  I had not
generated spell files on my current configuration before, and it behaves
differently.  Locales are not installed by default and the names are
different.  I wanted this to give some times for testing, but there is
only one place for these files to download from.

I have started the upload now.  Please check that the new files work,
both in utf-8 and any other encoding the language supports.
