That would be expected behavior if ttymouse=xterm instead of xterm2
(as far as I can tell, the original xterm mouse protocol had no
drag-and-drop support).  Does :set ttymouse=xterm2 fix it?

With +termresponse compiled-in, and no :set ttymouse= command in the vimrc, Vim should set it to xterm2 on receipt of a v:termresponse reply from the terminal (if it has the capability and t_RV is properly set, either in the disk termcap, or the builtin termcap (whichever is being used, see :help 'ttybuiltin'), or if in neither, it must be set by e.g. :let &t_RV = "\e[>c"
