This is a documentation patch [1] for doc/if_ruby.txt to better summarize the 
state of binary MRI Ruby downloads available for Windows users.

In a nutshell, there are two main flavors: (a) the RubyInstaller version with 
dependencies built with MSys/MinGW 4.5.x available in both Windows installers 
and 7-Zip archives (with a separate MSys/MinGW toolchain convenience download) 
from [2] and the main MRI Ruby site [3] and, (b) the binary archive without 
included dependencies also available from [3].

Full disclosure...I'm a contributor to the RubyInstaller project.  While I'm 
definitely biased in favor of the ease-of-use features of the RubyInstaller, I 
also feel strongly that doc/if_ruby.txt should be unbiased while becoming more 
informative.

Let me know what further doc mods are needed or if you prefer me to submit the 
patch in some another way.
