Here in http://www.vim.org/scripts/script.php?script_id=1571
I see that the author last updated "php.vim" in 2008-05-06.
The version that comes with Vim is almost identical to the
very first version (uploaded on 2006-06-08) but very
different from the last updated version in 2008-05-06.
php.vim went from 649 lines (as distributed with Vim) to
3,625 lines in latest version.

So it may still be maintained but somehow the updates
are not forwarded and don't make it into Vim.
