Self-contained? What is the problem with moving output of hg diff to this package and why you mess up with using patches at all and don't just put snapshot of repository at given revision?

The RPM spec file format contains sources lines that can include an http/ftp URI for each source file, and patches are considered a source file. RPM does not support mercurial repositories for sources. (At least not the version of RPM that comes with CentOS.)

In other words, what you suggest is possible, but it's not what I want to be doing.

All this is very nearly a moot point, because--to repeat what I said before--distributed patches really should /work/, or they should be abandoned.
