Thinking about this some more; sometimes the 32-bit Vim needs the redirection and sometimes it doesn't. It needs it to run properly in 64-bit Windows, but doesn't need it to open files for editing. So I suggest that whatever API Windows provides for avoiding the redirection be employed for opening files for editing, but nowhere else.
