I cannot reproduce in 7.3.206 in Windows Vista.
Perhaps you have a plugin/filetype plugin/autocmd interfering.
On the new window, try
:verbose set rnu?
to see where it was set.
Also try with vim/gvim -N -u NONE -i NONE to see if it really is just a
plugin.
