expandtab doesn't work properly when smartindent and copyindent are set. When indent is inserted by smartindent, Vim always uses <Tab> for it.
$ vim -u NONE
:set expandtab smartindent copyindent
:execute "normal! i{\<CR>x"
Then, second line is "<Tab>x".
