My guess from observing past practice: Send at least two emails to maintainer, spaced a few days apart. Wait a month, and send again. If no reply within a few days, email directly to Bram with your new file attached, and a brief outline of how the maintainer seems to be uncontactable, and volunteer to become the maintainer (and include your details in the file, to replace the old contact info).
