the Redbook "Open Source Software for z/OS and OS/390 UNIX"[1] describes
the port of groff. In the groff chapter it states:
The groff tool is useful because there are no analogous troff or nroff
commands shipped with OS/390 UNIX. The OS/390 built-in man command
understands only plain text. If you want to port any packages from other
UNIX systems to OS/390, you must find a preformatted version of the man
pages because most man pages are shipped as troff/nroff source.
So you have to either install the ported groff or format the man page on
an other system or live without the man page :-).
