One more detail:

The bug is triggered only when '**' is right under $HOME.

It does not appear for this case:

  cd $HOME
  $ mkdir -p 'a/**/xxx/yyy'
  $ cd 'a/**'
  $ vim -u NONE
  :cd xxx  <-- works fine
