Say you issue a :vsplit followed by a :split.  Then, in the vertical window
which was not :split, issue a <C-w> r.  You receive the error "E443: Cannot
rotate when another window is split"

If this behavior is changed in a newer version of vim, please disregard.

I was wondering why not choose which direction to rotate based on the last
<C-w> <arrow-key> movement, or if a :vsplit or :split command was more
recent, rotate based on that.  Without putting much thought into it, it
seems like this behavior is unambiguous and intuitive.  Move "across" the
split that you want mirrored, and then issue the rotate command.  If a user
ever is caught off guard by which windows were rotated, issuing another
rotate command will undo their last rotation, unless they moved windows or
issued more split commands.
