How to reproduce
  $ vim -u ~/.vimrc_test

  :echo 4
  :echo 5
  <C-W>q

  (Instance 1)
  $ vim -u ~/.vimrc_test
  :echo 6
  :echo 7
  (keep exec this instance)

  (Instance 2)
  $ vim -u ~/.vimrc_test
  :echo 8
  :echo 9
  (keep exec this instance)
  
  (Instance 1)
  <C-W>q
  
  (Instance 2)

Expect Result
  (~/.viminfo command history)
  :echo 9

Actual Result
