New issue 142 by [email protected]: GVim for Windows (with Russian
localization) should have default UTF-8 encoding

On the present moment GVim have default cp1251 encoding for russian version
Windows 7. Now cp1251 is outdated encoding for Cyrrilic symbols, all modern
applications in Windows have default utf-8 encoding.
I compiled source code from Mercurial (version 7.3.888)
