I've tried both ways just to see if it works one way and not the
other.  Unfortunately, it doesn't matter whether the server is started
or not; it still fails to go into insert mode. :-(

I did look enough to see that, and running ":drop filename" inside the
running vim instance and that does appear to work correctly.
