Ensure ./foo doesn't exist, and do
  :call mkdir('foo/bar/', 'p')

Vim gives you an error:
  E739: Cannot create directory: foo/bar/
but the directory was created just fine.

Dropping the trailing slash works without error:
  :call mkdir('foo/bar', 'p')
