What steps will reproduce the problem?

Starting with Tcl 8.6, the function Tcl_FindExecutable() is
not callable through the stub table any more. This was
a design mistake in earlier Tcl version, because
Tcl_FindExecutable() must be called before
Tcl_CreateInterp()

What is the expected output? What do you see instead?


What version of the product are you using? On what operating system?

Tcl8.6 on Win32/Win64

Please provide any additional information below.

Suggested patch for if_tcl.c attached. This should
work for earlier Tcl versions as well.
