The g:loaded_netrwPlugin=1 ( or anything; an existence test is used) should suffice. NetrwPlugin.vim is in the plugin directory and is automatically loaded. Disable that and the "auto" portion of netrw won't be loaded unless you deliberately call one of the public netrw functions. The autocmds for handling urls resides in netrwPlugin.vim.
