That's what I see as well. Using the arrow keys in block insert mode is fragile (as I said beforeš) and currently only works for simple movements. My mentioned patchš seems to have opened a whole can of problems with using the cursor keys. I remember having a discussion with Bram about how to do it properly. Unfortunately, this is a little bit complex.
