So you place an invisible sign to keep the sign column there, and avoid
placing that to cause a redraw.  But then when you actually place signs
or move them around, don't you get a similar redraw?  Thus this change
would only help for rare situtations.  A better solution would be to
optimize redrawing when placing/unplacing a sign.
