No doubt that Bram has and is guiding Vim's current development, and it
wouldn't be the tool it is today without that.  However, the reality
that Bram won't be able to do this has been discussed various times
before, usually as part of a "Why can't we change X about the existing
development style?" thread.  There are various people that have
contributed to Vim that would likely step up to help if Bram were to
stop.

Although I'm not entirely fond of how Neovim came about, I do think it
is strong evidence of this.  The question, IMO, is really where on the
spectrum between Bram's deliberate, conservative style and Neovim's more
fluid, open style things would fall.
