I patched against 7.4.540, and it seems to fix the problem for my
original example.  However, it introduces a problem in this example:

1) set terminal dimensions to 141x20 (was 141x21)
2) vim scrolloff.txt -u NONE --noplugin 
3) :set incsearch (do not set scrolloff this time)
4) /steel<CR>

Don't ask me how I figured that out... :P
