you can find out where formatoptions got changed with

    :verbose set fo?

some time ago netrw had an issue changing formatoptions, but Charles
fixed that ages ago -- it is probably one of the plugins you are using,
maybe nerdtree, maybe yankring, the verbose query should tell you
