then disable virtualedit:

:set virtualedit=

then go to number 4.  Move down a line, then move back up.  The cursor
will move to 9, then to 4; so far, so good.

    Now move down a line, set ruler:

:set ruler

then move back up.  The cursor will move to 9, then to 2 rather than 4.

    The value of &ruler doesn't matter, it's the action of setting (or
unsetting) it that triggers the bug.  On the other hand, setting or
unsetting other options (f.i. showcmd) doesn't trigger the problem.
