The cleanup process was planned as two parts:
1. Fix some stuff in the HG repository
2. Rewrite history in the Git repository

I'm not sure if it's worth the Git history rewrite anymore.
Since Bram does not use Git for development directly, he doesn't seem to
be overly interested in the shape of the repository.

If using vim-jp as base, these would be the remaining cleanup items with
most gain:
  1) Removing .hgtags commits, cluttering up the history
  2) Replacing tabs by spaces in commit messages
  3) Proper format of commit messages

Item 2 has already been addressed by Bram, but I don't have the feeling
item 3 will happen in continued publishing. Also proper name/mail in
commits does not gain much if not using git for development and allowing
the real users to show up in commit metadata.
