No, but this is caused by a missing :syn spell toplevel, as the c syntax
file does not define spelling in items without a syntax attribute. (See :h
syn-spell).
So as additional step, you need to do
:syn spell toplevel
(and also force a redraw).
Alternatively, use as text
/* foo bar baz */
(e.g. some valid C comment syntax) then it should just work.
