IIUC this behaviour is not in vim code, so cannot be fixed in vim.

It's in the gnome 2 libraries, which were superseded by Gnome 3 about 5 years ago. Gnome 3 uses GTK+ 3, which was a rewrite, so revising gvim to use gnome 3 would not be easy, and there seems to be nothing gained (and some features to lose) by doing it. Opinions may vary.
